Access to operate
Any person or organization can get access to perform UAS operations in the test center. It only requires the signing of an Operators Agreement with the test center.

Main requirements of the Operators agreement

- Remote Pilots shall as a minimum have rights to operate in the Open Category A1, A2 or A3 in accordance with EU regulation.
- For operations which cannot be performed in Open Category, Remote Pilots and their organization shall comply with qualification requirements in accordance with relevant regulation/authorization (test center will assist in determining these).
- Additional Danish Open Category requirements shall be complied with.
- Operations can be performed in the timeslots allocated by the test center.
- A Drone Flying Responsible, DFA shall be present when operations are performed.
About the DFA
- The DFA will communicate with the Aerodrone Flight Information Service (AFIS) by radio and in person with the remote pilots to ensure that UAS is deconflicted with manned traffic.
- The operator can choose to have own personnel educated to act as DFA or utilize DFAs provided by the test center/other UAS operators.
Who can sign the agreement?
Single persons can sign this agreement and perform operations, but the agreement will only cover the person who signs the agreement.
When an organization signs the agreement all personnel from this organization can perform operations under the responsibility of the signing organization.
Gaining access to the test center
To operate within the perimeter of HCA Airport, personnel need to either have a temporary access permission or a permanent access permission.
Temporary access
A temporary access permission is granted by showing valid personal ID card upon arrival at HCA Airport and be escorted at all times by a holder of a permanent access permission. A temporary access permission can at a maximum be granted for 10 days a year.
Permanent access
A permanent access permission is granted by completing an online application including completing an online training course. Once this process is successfully completed, a HCA Airport ID card will be provided.
